At the invitation of the SA-China People’s Friendship Association, President Li Xiaolin paid a visit to South Africa from 25 to 27, March 2013. During the visit, she had in-depth exchange of views with the SA-China People’s Friendship Association on the comprehensive cooperation between the two associations, and signed the MOU on cooperation between the two sides under the witness of Chinese President Xi Jinping and President Zuma of South Africa. ?

At the invitation of the Federal Agency for the Commonwealth of Independent States,Compatriots Living Abroad and International Humanitarian Cooperation (Rossotrudnichestvo), a CPAFFC delegation led by President Li Xiaolin visited Russia from March 20 to 22. The delegation attended the signing ceremony between China and Russia on humanitarian cooperation project held by the Chinese Vice Premier Wang Yang and the Russian Deputy Prime Minister Golodec, in the government building of Russia. Under the witness of both countries’Vice Premiers, President Li Xiaolin and Director Konstantion Kosachev officially signed the Agreement of Cooperation between The CPAFFC and The Rossotrudnichestvo. This agreement refers to facilitating the cooperation between the local governments, strengthening the exchanges between the youths and expanding the people-to-people pragmatic cooperation and humanity communication to consolidate the basis of public opinion for constant friendship of generations. Before the signing ceremony, President Li Xiaolin specially met with Director Konstantion Kosachev. They exchanged the opinions and reached a consensus on the issues of how to carry out the mechanism of regularly meeting of local leaders announced by the leaders of the two countries and further strengthen the friendly contact of the youths which is attached great importance of the leaders of the two countries. ?

On March 13, Mme. Li Xiaolin, the President of the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC) met with and held a banquet for Mr. Chang Won-kie, the Chief Executive Officer of Greater China, Samsung Group and his party. President Li Xiaolin welcomed Mr. Chang Won-kie’s visit to the CPAFFC, and briefed him the work of the CPAFFC and China Friendship Foundation for Peace and Development (CFFPD). President Li Xiaolin said, the CPAFFC was engaged in developing the friendly cooperative relation with the countries of the world including Republic of Korea, with the purpose of enhancing the people’s friendship, furthering international cooperation, safeguarding world peace and promoting common development. She pointed out, Samsung Group experienced rapid growth development in recent years and had become one of the most influential brand in the world. She hoped the both sides strengthen exchanges and cooperation in the fields of environmental protection, urbanization, education in depressed area and philanthropy. She also looked forward Samsung Group playing an active role in promoting the development of the Chinese social undertakings. Mr. Chang Won-kie thanked President Li Xiaolin for finding time for the meeting in her tight schedule. He spoke highly on the great contribution made by President Li Xiaolin and the CPAFFC to furthering and developing China-ROK relation. He said, Samsung group attached great importance to its own corporate social responsibility. Samsung Group would like to work with the Chinese organization including CPAFFC and CFFPD, to strengthen the win-win cooperation in field of social benefit.

At the invitation of National Governors Association(NGA), President Li Xiaolin visited the US and attended the NGA Winter Meeting in Washington DC from Feb. 22 to 28, 2013. Mme. Li met with Ms. Reta Lewis, US State Department Special Representative for Global Intergovernmental Affairs，and U.S governors, inviting them to attend the Second China-US Governors Forum to be held in China mid Apr, 2013. Mme. Li also met with Former US ambassador to China John Huntsman , and had discussion with representatives from Nixon Foundation and National Football League Players Association during her stay in Washington DC. After that, Mme. Li traveled to Houston to pay a visit to former U.S. President George H. W. Bush and Mrs. Barbara Bush. Mme. Li also exchange ideas with representatives of Texas A&M University on the next "George Bush China-US Relations Conference".

President Li Xiaolin met with Mr. Ahn Hong joon, Chairman of the Foreign Affairs, Trade and Unification Committee of ROK National Assembly and his delegation at the CPAFFC on January 25, 2013.? President Li briefed Mr. Ahn Hong joon on the work of the CPAFFC and its exchanges with ROK. She extended her congratulations to Park Geun-hye on her victory at the ROK presidential election and expressed confidence for further development of China-ROK relations under Park Geun-hye’s leadership. Mr. Ahn Hong joon highly appreciated the major role of the CPAFFC in pushing forward bilateral relations. He said that ROK always attached importance to developing relations with China and hoped for China’s constructive contributions to the settlement of DPRK’s nuclear issue. Mr. Feng Zuoku, Vice President of the CPAFFC, attended the meeting.

On the morning of Jan.24th, the CPAFFC president Li Xiaolin met with Natsuo Yamaguchi, the president of the New Komeito Party of Japan. Jing Dunquan, the vice president of the CPAFFC and Hidehisa Horinouchi, the Japanese Minister Plenipotentiary to China were present. President Li Xiaolin extended her welcome to Natsuo Yamaguchi for the visit to China of the delegation of the New Komeito Party, in such a difficult period of China-Japan relation. She briefed the Japanese guests the purpose of the CPAFFC and its friendly contacts with the countries of the world including Japan. She said China and Japan were the neighbors separated by a narrow strip of water; the history of friendly interaction and cultural exchanges between the two peoples had lasted for a long time and left many moving stories. The relationship between two countries was based on the affection between two countries’civilians. The relation between countries would not develop without the support of the people. The both sides should consistently enhance the people’s understanding and friendship by cultural exchanges and other methods, to lift up the voice of calling for China-Japan friendship. President Li Xiaolin indicated that, China-Japan relation was currently facing a difficult situation. She hoped Japan make practical efforts based on facing history and reality squarely and work together with China, thus push China-Japan relation back to the healthy and steady track of development. She was looking forward to the New Komeito Party continuously playing its active role of developing the relation between the two countries. Natsuo Yamaguchi said, cultural exchanges as the one type of the important contacts between the two countries, could be preserved in hearts. The next year would be the 50th anniversary of the establishment of the New Komeito Party; the New Komeito Party would persist and inherit the spirit of China-Japan friendship which had lasted since the party was established. The New Komeito Party would make every effort and play a positive role to improve the relation between China and Japan. ?

On January 24, President Li Xiaolin met with Mr.GianFrancoTerenzi，President of San Marino-China Friendship Association, Former Captain Regent of San Marino. Mr. Terenzi passionately reviewed his first visit to China as the Captain Regent in 1988. It was this visit that inspired him to found San Marino China Friendship Association to express his profound feelings to China, and since then he devoted himself fully to the friendly exchange between China and San Marino. The year 2013 marked 25 anniversary of the establishment of San Marino China Friendship Association. Mr. Terenzi would like to take this opportunity to further strengthen the cooperation in every field. Meanwhile, he invited Madame Li to lead a delegation to visit San Marino and attend the celebration for the 25th anniversary. Madame Li highly remarked on and appreciated the efforts and contribution Mr. Terenzi had made to the friendship between our two countries. CPAFFC will continue to maintain the exchange and cooperation with San Marino China Friendship Association, and strive for a better understanding between our two peoples. Madame Li accepted the invitation to visit San Marino. Vice President Li Jianping, Deputy Director General of European Department Dong Kaijian attended the meeting.

On January15th, 2013, Li Xiaolin, the president of the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC) met with Carmenza Jaramillo，the newly appointed Colombian Ambassador to China. President Li Xiaolin gave Ambassador Jaramillo the introductions about the history, major work and the cooperation with friendly-to-China organizations of? the CPAFFC, as well as the projects CPAFFC carried out in recent years such as The China-Latin American and Caribbean People to People Friendship Forum and Painting in Latin American and Caribbean. She also hoped to further promote the friendly exchanges with the people of Latin American countries including Colombia, under Ambassador Jaramillo’s support. Ambassador Jaramillo thanked President Li Xiaolin for finding time for the meeting in her tight schedule. She Said, the Colombian Embassy to China attached great importance to the role of the CPAFFC played in promoting the development of the relations of the two countries. She also appreciated the support that the CPAFFC had provided to the events including the Colombian Movie Festival, the Colombian Music Festival and Latin American and Caribbean Music Festival. She would like to strengthen the cooperation and jointly organize various activities of exchanges with the CPAFFC, to make more contribution for enhancing the two peoples’friendship.

She hoped to develop the cooperation with Rossotrudnichestvo? for further increasing the mutual understanding and traditional friendship between peoples of China and Russia , and to strengthen the exchanges in the fields of youths, local governments and others. Director Konstantin Kosachev was grateful to President Li for her hospitality. He said President Li was the first foreign guest he had received since he worked as the director of Rossotrudnichestvo. The Rossotrudnichestvo was attaching great importance to the friendly cooperative relationship with the CPAFFC. The principal work after he assumed his new post was to comprehensively motivate the initiative of all federal subjects of Russia to engage in people-to-people diplomacy. The extensive response was received, especially from the Far East and regions near to China. The Rossotrudnichestvo would like to expand the cooperative fields and jointly engage in multilateral activities with the CPAFFC. The two sides reached consensuses on strengthening future cooperation and other issues. The main purpose of Konstantin’s visit to China was to advertise for Yekaterinburg City bidding for the 2020 World Expo. President Li showed her great support of it. CPAFFC Vice President Li Jianping and Kozlov, Minister Counselor of Russian Embassy to China were present. Accompanied by Vice President Li Jianping, the foreign guests visited the exhibition of the history of CPAFFC.

On December 5, Senegalese President Macky Sall honored Li Xiaolin, President of CPAFFC, with the Commander of the Order of Merit at the Presidential Palace on the sidelines of the 6th Afrocities Summit held in Dakar, capital of Senegal. Sall said, he and Li held cordial and friendly talks on Senegal-China relations and the development history of the Communist Party of China. Li was honored with the Commander of the Order of Merit, in appreciation of the contributions she made to promote the people-to-people and local-government exchanges and cooperation between Senegal and China as well as between Africa and China. Sall deeply respects the first generation of Chinese state leaders for leading Chinese people to found New China through arduous struggle, and highly appreciates various generations of Chinese state leaders for actively exploring the path of socialism with Chinese characteristics and leading Chinese people to achieve splendid economic and social development. Li said, it was her great honor to receive the Order of Merit. She thought that it was not only her personal honor, but also the profound friendship from President Sall and the Senegalese government to the old-generation of Chinese revolutionists, and the Chinese government and people. She would like to continue to work hand in hand with Senegal, to further the people-to-people diplomacy and local government exchanges between China and Senegal and improve the well-being of the peoples of both countries. President Li Xiaolin led the Chinese Local Government Delegation, consisting of senior officials from 7 provinces, autonomous regions and municipalities of China, to attend the 6th Afrocities Summit and the 1st China-Africa Governors & Mayos Dialogue in Dakar, Senegal.
